MIRPUR
(AJK) -- Like rest of the world , the Universal Civil Defence Day was also
observed across Azad Jammu & Kashmir Monday with the renewal pledge to
strengthen this sector for the sake of serving the country whenever required to
meet any emergency.
Special ceremonies were held in all ten districts of the liberated territory including Mirpur under the auspices of the AJK Civil Defence Department to observe the day.
In Mirpur, a walk was held under the aegis of the local civil defence department to observe the day. City Administrator and Chief Warden Ghulam Rasool Awami, SDM Raja Qaiser Aurangzeb and the civil defence officials, Rescue 1122 volunteers, workers of PWD, Highways, Electricity, Information, Health and Education participated in the walk which started from Shaheed chowk and culminated at the lawns of the Civil Defence Offices complex.
Addressing the ceremony speakers said that, the world civil defence day was being observed throughout the world in line the charter of the United Nations aimed at to raise awareness among the masses to deal with any eventuality in case of any emergent situation.

Marking the event, radio programme Al-Amn hosted Civil Defence Training Division chief Major Mohammed Ali Al-Salees and the head of the head of inspection department First Lieutenant Mohammed Ahmed Al-Abbar.
The Ministry of Interior’s Police Media Directorate coordinated the weekly programme in cooperation with Radio Bahrain to highlight key security and safety issues.
"The annual event is being held this year under the slogan "Civil Defence and Disaster Reduction for Sustained Development", said Major Al-Salees, adding that the General Directorate of Civil Defence dealt with 8585 cases last year, which included traffic assistance, blazes and rescue operations.
First Lieutenant Mohammed Ahmed Al-Abbar stressed the awareness raising campaigns conducted by the General Directorate of Civil Defence to protect society and ensure public safety.

Civil defense specialists from 53 different countries are celebrating their professional holiday on Sunday.
"On this holiday we say thanks and pay tribute to the courage and self-sacrifices of members of national civil defense services, international and civil organizations carrying out difficult but important and noble work to protect the population and territories from emergency situations," Russian Emergencies Minister Vladimir Puchkov said in a statement published on the official website of the Russian Emergencies Ministry on Sunday.
Puchkov also congratulated the Secretary General of the International Civil Defence Organization (ICDO) Vladimir Kuvshinov with the holiday, stressing that ICDO is the only intergovernmental organization solving important issues in the field of civil defense on the international level.
"The organization's activities are strategically important in the context of prevention of emergency situations in the time of peace and humanitarian assistance in the event of their occurrence," Puchkov said.
According to the ICDO website, the holiday "commemorates the entry into force of the ICDO Constitution as an intergovernmental organization in 1972" and has two purposes – to bring the attention of the world public to the importance of civil protection and to pay tribute to the work of all national civil defense services.
ICDO currently has 53 member-states, 18 countries have an observer status in the organization. Russia became a member of ICDO in 1993.
According to the organization's website, the mission of ICDO is to develop the national defense structures of its member-states through the build-up of international cooperation and civil defense services capacity.

Precautions equipment to be installed at Srinagar
srinagar, dec 29: with war
clouds hovering over the subcontinent, srinagar's civil defence (cd)
organsation is awaiting an electronic air raid precautions (earp) equipment
that will enable it to operate its 16-odd sirens in the capital city from its
kothibagh regional cd control centre (rcdcc). a similar equipment worth around
a million bucks was earlier installed in budgam during the kargil war and more
recently in the winter capital of jammu. "purchase orders have gone and we
are anxiously waiting for the equipment to come", said a cd officer. the
equipment, he said, will make our system efficient and could be operated from a
single place. "this time, we have to pass operational directions through
wireless to the field staff manning these sirens", he added. srinagar,
budgam and the border township of uri fall in the category i cd inhabitations
because of their political and strategic importance. owing to the existence of
the major iaf base, the government of india (goi) had earlier declared the
south kashmir awantipore township a cd location, but the state government is
yet to grant a parallel sanction. the scheme envisages a 50:50 sharing of the
expenditures between the state and the centre though earlier it was
cent-percent-centrally funded project. unlike kashmir, most of the jammu
townships are category i cd areas. these include jammu (with 15 sirens of which
3 are awaiting connection to the recently installed earp because some
electronic pairs are not available with the dot), udhampur, samba, poonch,
rajouri and kuthua - all with two sirens each. prior to the 1999 war over
heights between drass and batalik, kargil townships had already been declared a
category ii cd town in 1996. since its control room was falling in pakistani
gunners' range, it has recently started operating from baru, in the outskirts. "we
have tested the entire network and it is all right", said an officer at
rcdcc jammu. cd officials in srinagar have also tested their network.
"prior to 1990 all our sirens would be switched on at 1000 hours daily but
following the promulgation of the disturbed areas act we have stopped the
practice for obvious reasons and instead we check the equipment on weekly basis
with utmost caution", said an officer. however, srinagar's rcdcc faces
some practical handicaps. firstly, there is no alternative if the power goes
off. except its control room, neither of its 16 sites have a generator. they
had applied for a special power line but that is yet to be granted. "in
case of emergency, we have no option but to use the mobile siren that is fitted
in some of our vehicles", said an insider. secondly, there has been no
expansion in its network even though the city has expanded a lot. they had
suggested installing five additional sirens at parimpora, rawalpora, batwara,
nishat and zakoora but it is yet to be okayed by the high-ups. control rooms of
all the air raid warning (arw) circuits, it is worth mentioning here, are
connected to the nearest iaf-manned radar station through a hotline. in case of
srinagar, it is the iaf base over the damudar karewa's in budgam that is source
of awareness. though the iaf has never permitted a cd wireless operator to
remain stationed at their base - neither in srinagar nor at jammu - the two
sides check their hotline, thrice a day. there are four types of war-time
signals - white, yellow, red and green. however, it is in case of the latter
two when the cd is supposed to inform the masses through sirens. "when we
get a red signal it means the enemy fighter planes are about to carry out the
bombing so the sirens are put on uninterruptedly for two minutes", said a
cd officer. "when the enemy fighters are on their way back, green signal
is flashed to us indicating the people better resume their routine and the
sirens are put on for two minutes with repeated interruptions", he added.
he advised the people better take refuge in the safe places when the
uninterrupted siren sounds. cd, it may be recalled here, is a voluntary
organisation. with a few staffers - mostly radio operators and drivers - most
of its executive strength comes from the police. conceptualised during
sino-indian war of 1962, it actually was floated during the last days of the
india pakistan conflict of 1965. headed by an officer of the rank of adgp
(presently m k mohanti), it has a dig (sheikh owais) who controls the rcdcc's and
other arw centres directly through deputy controllers of the rank of dysps. (it
is worth mentioning here that the state government had discovered another
voluntary organisation - the home guards. this was also created during the 1965
war and had a vast network, at one time it had 42 bns. the volunteers would get
a sum of rs. 31 for a day for not more than 13 days a month. though it remained
useful till the fall of dhaka in 1971, it was relegated to the back-burner in
subsequent years. the only significant development was in 1989 when two
battalions with 1500-odd personnel were brought under the auxiliary police.
engaging youth under the home guards scheme continues even today and the
district police heads do get couriers, cooks and workers for other measly jobs
for rs. 45 a day for 13 days a month.) civil defence has the main bridging role
between the civil population and the iaf during war time. it is also supposed
to arrange the evacuation of the civilian victims to the hospitals, organise
and coordinate fire-fights, and rescue the trapped population. during the
halcyon days, however, they are supposed to train the civilians in self help
and self defence. in the 10-days long camps, the participants are trained in
providing first-aid, fighting conflagrations and rescue. when the camp
concludes the participants are given a certificate and a sum of rs. 120 as
pocket money. presently, a number of such camps, mostly in the educational
institutions, are in progress at jammu and srinagar. in case of emergencies they
publish and distribute handbills and pamphlets offering advises about how to
face an extra-ordinary situation. "before militancy, we had a good
network. we had more than 200 wardens who would help in arranging volunteers to
get trained. but the emergence of militancy saw that culture dying", said
one official with over three decades experience in the cd. however, the
insiders point out, there is a marked difference between the people in jammu
areas and kashmir. "there, they cooperate with the police and cd and here
they are totally non-cooperative", said one official. in earlier wars they
least paid any heed to our warnings and when sirens sounds should have sent
them into the burrows and dens, they would be seen on the roof-tops, he added.

International Defence Day at Government Degree College for Women, Zafarul Haq
Road, says a press release.

speech contest on the topic of ‘Importance of Civil Defence in Current Times’
was held in which students of the college participated enthusiastically. A
seminar was also held in which speakers included lecturers, professors of
Rawalpindi colleges.
Director
of Education (Colleges) Rawalpindi Professor Humayun Iqbal made keynote speech. The districteducation officer, deputy
district officer of the Civil Defence, Rawalpindi, and others spoke on the
occasion. They stressed on the need for spreading awareness about the
importance of civil defence and the particular role women could play in that.
They also spoke about measures that should be taken in an emergency. The
consensus was that taking active part in civil defence is a great service to
humanity.

THE General Directorate of Civil Defence (GDCD) of the Ministry of Interior (MoI) on Sunday celebrated the World Civil Defence Day with an array of programmes held under the theme 'Sustainable development and its role in risk reduction' at the Civil Defence Officers' Club.
Amongst the dignitaries who attended the event were the Director General of GDCD Staff Brig Abdullah Muhammad al Sowaidi, Asst Director General Brig Aman Saad al Solaiti and Director of Operations Department Brig Hamad al Dohaimi along with other directors and officers of Civil Defence and other MoI departments.
Speaking on the occasion Staff Brig Sowaidi conveyed his greetings to the Civil Defence personnel and lauded their services to protect people and property from fire by putting their own lives in danger.
He also stressed the importance of support and cooperation of the different civil agencies in this regard arguing that safety of community requires the concerted efforts and constructive cooperation from all sectors in the society.
Brig Fahad al Kubaisi, Director of Administrative Affairs at GDCD, asserted that the qualified staff of the Directorate is well trained to carry out their missions efficiently.
Lt Col Husain Ibrahim al Asmakh, Director of Support Service Department, pointed out that the department had employed most advanced machineries and vehicles to carry out the missions.
Furthermore, the students of Omar Bin Al Khattab Independent School for boys performed a special show, in cooperation with Civil Defence, highlighting some safety awareness messages.
Brig Aman Saad al Sulaiti felicitated the civil establishments and agencies who supported with GDCD in awareness programmes. A mock drill was also held at the end where the meeting hall was evacuated and all the attendees were guided to the assembly point safely, after a fire alarm was activated.

WAPDA UNION STRIKE: The Wapda employees will go on strike from March 3 to protest against the proposed privatisation of power distribution companies, declared by Wapda Hydro-Electric Workers Union Divisional Chairman Malik Shaukat Mehmood Awan and Zonal General Secretary Gurjanwala Cantt Abdul Razzaq Mughal here on Sunday.
They said that Gepco was a profitable institution and its privatisation would be against the interest of consumers as well as 140,000 employees. They called on the government to refrain from its privatisation.

THE WORLD DAY OF CIVIL DEFENCE CELEBRATED

Sad Mayor Miloš Vučević was present at the celebration of the World Day of
Civil Defence on March 1st on the premises of the Fire Brigade Novi Sad, in the
organization of the City of Novi Sad and the Department for Emergency
Situations in Novi Sad. The celebration aims to increase the level of citizens’
protective awareness in relation to their preparedness for and prevention of
self-protection measures in the event of accidents or natural, technological
and other disasters and hazards.
The Mayor pointed out that the security people is a priority task of the society, i.e. of the state, while all the other activities have to be adapted to it accordingly.
- City of Novi Sad, as the local self-government, always helps and supports the Department for Emergency Situations within its scope on the city's territory and will be an indispensable partner in the re-establishment of the civil protection system at its full capacity. Several decades ago, the civil protection in our country was highly developed, but has been unfortunately reduced ever since. The infamous circumstances have clearly demonstrated that the system of civil protection is essential to our society. We are encouraged by the new legislation that will clearly and precisely define the position and organization of the entire system of protection of our citizens and property in emergency situations - Mayor Vučević said.
Head of the Emergency Situations Department in Novi Sad Dragan Cvetićanin pointed out that through the Ministry of Internal Affairs- Department for Emergency Situations, the unjustly neglected and devastated system of civil protection in Serbia is being restored.

The observance of the day was attended by the representatives of the Ministry of Internal Affairs, the Ministry of Defence, the Department for Emergency Situations, the City and District staff for emergency situations as well as the winners of Certificates of Appreciation for the civil protection who have achieved particular success in the fields of protection and rescue: the Red Cross of Vojvodina, the Third Detachment of the Gendarmerie and the Police Precinct in Petrovaradin of the Police Administration in Novi Sad.
The Mayor pointed out that the security people is a priority task of the society, i.e. of the state, while all the other activities have to be adapted to it accordingly.
- City of Novi Sad, as the local self-government, always helps and supports the Department for Emergency Situations within its scope on the city's territory and will be an indispensable partner in the re-establishment of the civil protection system at its full capacity. Several decades ago, the civil protection in our country was highly developed, but has been unfortunately reduced ever since. The infamous circumstances have clearly demonstrated that the system of civil protection is essential to our society. We are encouraged by the new legislation that will clearly and precisely define the position and organization of the entire system of protection of our citizens and property in emergency situations - Mayor Vučević said.
Head of the Emergency Situations Department in Novi Sad Dragan Cvetićanin pointed out that through the Ministry of Internal Affairs- Department for Emergency Situations, the unjustly neglected and devastated system of civil protection in Serbia is being restored.

Mar 4 (BNA) – Under the patronage of Interior Minister, Lt-Gen Shaikh Rashid
bin Abdullah Al Khalifa, General Directorate of Civil Defence (GDCD) today held
a celebration ceremony marking World Civil Defence Day under the theme (Civil
defence and disaster risk reduction within sustainable development).
Ministry of Education, General Organisation for Youth and Sports and a number of Interior departments participated in the celebration which was held at Bahrain National Stadium in Isa Town.
GDCD Director General pointed out the government's support and Interior Minister's follow-up that has assisted in the implementation of its tasks efficiently and professionally.
He stressed GDCD endeavor to promote community partnership through sharing celebration this occasion with citizens and residents.
