Civil Defence gears up for ‘Guinness fireworks’ event

DUBAI: As Dubai prepares to set the
world’s largest fireworks display
ever, the Civil Defence participates
in undertaking preventive-safety
measures, an official told the Gulf
Today on Monday.
Preparations are underway at the
launching sites in Palm Jumeirah
and World Islands for the display
scheduled to take place on the New
Year’s Eve. It will last six minutes
in attempt to outshine Kuwait’s
2012 Guinness record that involved
77,282 fireworks.
Dubai’s display will extend
99.4kilometres along the seafront
and will involve 450,000 fireworks.
The record will be followed with a
15 minute display covering a
kilometre along the Jumeirah beach,
near Burj Arab, Jumeirah City and
Jumeirah beach hotel
The Dubai Civil Defence General
Directorate’s Events Committee
Chairman Lieutenant Colonel
Hussein Mohamed Al Rahoomi
revealed that all civil defence
centres will be on a high alert
throughout the New Year
celebrations. “This includes keeping
an eye on preparation activities
regarding the fireworks launchings
and during the displays until the
return of the visitors to their
homes.”
He Civil Defence is working within a
security committee comprising
Dubai government departments and
various concerned authorities in
order to ensure safety during all
stages of preparation and
implementation of the fireworks
display activities.
“Our team is at work at the three
main sites where the New Year
fireworks display will take place; the
Palm Jumeirah and the World
Islands, Burj Khalifa area and
Jumeirah Beach near the Burj Al
Arab Hotel.
Since six months, the general-
directorate of Civil Defence formed a
working team comprising three sub-
teams with more than 200 officers
and security personnel to ensure
safety at the three sites.
The directorate started to prepare
for the big event by including study
and risk analysis, and the
development of various scenarios to
ensure the safety of the public and
locations.
“A number of evacuation exercises
have been conducted in the interest
of these sites, in addition to a safety
plan, adopted and adhered to by the
companies that will carry out the
display. Also, joint teams undertook
the secure storage of fireworks since
their arrival a month ago,” he
concluded.

The National Disaster Response
Force (NDRF), which has 10
battalions comprising about 15,000
personnel, is going to acquire two
more battalions, NDRF and Civil
Defence Director General Krishna
Chaudhary said here on Sunday.
One battalion would be located in
Haridwar, Uttarakhand and the other
one either at Silchar in Assam or any
other place in the north-east, based
on the vulnerability profile of the
region.
The battalions would get personnel
on deputation from the Sashastra
Seema Bal (SSB), a force guarding
the border with Nepal and Bhutan.
The NDRF now consists of 10
battalions, with three each deputed
by personnel from the Central
Reserve Police Force and the Border
Security Force, and two battalions
each from the Central Industrial
Security Force and the Indo Tibetan
Border Force.
Initially, the NDRF had four
battalions — located here, and in
Kolkata, Pune and Ghaziabad —
trained and equipped to tackle
chemical, biological, radiological
and nuclear (CBRN)
disasters. “Subsequently, we felt the
need for developing CBRN capability
in several other battalions. We have
provided some component to the
other battalions so that there would
be basic CBRN capability in each
battalion,” Mr. Chaudhary informed.
In addition to the rescue work
undertaken by the NDRF in times of
natural disasters, it has responded
to hundreds of emergency situations
and rescued over three lakh persons
since its inception in 2005

21 Dec 2013 Mock drill at Pune railway division

PUNE: A mock exercise was
conducted by Pune railway division
of Central railway, in co-ordination
with the National Disaster
Response Force (NDRF) at Ghorpadi
railway yard recently.
During the mock drill, one rail
compartment was made to derail
which was carrying passengers. A
siren was sounded to indicate that
there was an accident. Accident
relief train and medical relief train
rushed to the accident site with
railway officers and staff. After
reaching there a control room,
medical relief tents for first aid
were established. The control room
collected the information of the
injured and minor injured.
Divisional railway manager Suneet
Sharma who was present at the
drill said, "During any accident our
first priority is to save the life of
passengers. The golden hour must
be utilized to save maximum lives.
It is a team work to save
passengers and to clear the track
simultaneously".
Sharma also asked the staff
members to be alert. An accident
can be avoided by a vigilant and
alert railway men, he said.
In this drill around 100 railway
officers, employees, civil defense,
scout and guide and 60 NDRF
personalize worked together.
Officials said that railway
administration was doing such
exercise at regular intervals, to
keep officers and staff trained to
face any type of situation to rescue
the passenger and make the track
safe for regular service.

Civil defence trainees against removal of dept from Dinhata 20 Dec 2013

The civil defence personnel trained at the Civil Defence office in Dinhata today agitated against the attempts made in moving the office from the area. The officials led by the leaders of ‘Dinhata Nagarik Mancha’ gathered outside the Dinhata BDO office and sat on a dharna today. The protest continued from 10 am to 5 pm during which Dinhata Nagarik Mancha President Jaigopal Bhowmik, Poet Shyamal Chowdhury, Singers Apurba Adhikary, Hirok Sarkar and others addressed their opinions. A team of representatives trained in civil defence from the office, including Umashankar Sarkar, Amit Guha Majumdar, Krishna Saha, Suman Ghosh and others personally met the BDO and handed him a deputation in this regard. The volunteers, all employees of the Southern Railway, performed several mock drills and presented demonstrations which were reviewed by the General Manager of Southern Railway, Rakesh Misra and the Deputy General manager and Controller of Civil Defence, N Balaji. The volunteers demonstrated several techniques of war time first aid and rescue such as the Ladder Hinge Method, Two Parallel Rope method, Chair Knot technique, Sliding Stretcher technique which are used for making shift arrangements using ropes for escape from high rise buildings and other damaged areas. The volunteers also demonstrated several basic aid techniques and mimicked war time operations for treating fractures and other injuries and concussions in active war zones. The main focus of the day’s demonstration was the readiness of the organisation during war time, air strikes and other calamities. The Inspector of Civil Defence, Southern Railway, R Ranganathan said, “The volunteers belong to all age groups and are all working employees of the Southern Railways. The strong volunteers who performed had taken time out of their work and underwent training for 5 days for this presentation. Bangalore, December 16, 2013, Rescue men showcase their skills Kanteerava Indoor stadium in Bangalore, which otherwise plays host to track and field events, witnessed a “bomb blast” and two “fire incidents” on Monday which resulted in at least a dozen people being “injured.” This was how National Disaster Reduction Day was observed in the City where teams of the civil defence and quick response units, Home Guards, Red Cross volunteers, fire department and police personnel, waiting in readiness nearby, exhibited their preparedness in handling emergency situations. Schoolchildren and volunteers from various organisations watched the events unfold in front of their eyes while sitting in the stands. In one corner of the stadium where was a sudden “bomb blast,” in another corner, a temporary hut located near the track caught fire and started to blaze within seconds. Teams of firefighters sped towards the area of the fire, dousing the flames before it could spread to other stands in the stadium. On the other side, home guards, quick reaction teams, medicos all reached near the “bomb blast” site and within minutes, half-a-dozen ambulances, their sirens blaring, reached the accident site to take the “victims” to hospitals, many of whom had by then received first-aid. Awareness campaign The intention of the exercise was to create awareness among the general public about disaster preparedness, response time, and community participation, a source said. Home Minister K J George, who was witness to the demonstration, said that the government is serious in improving the civil defence in the State. Governor H R Bhardwaj, who was also in attendance, said that the civil defence is as important a branch as the armed forces. “A nation is defended by the armed forces on its frontiers, but civil defence has a great role in the safety and security of the state from within,” he said. “It is therefore important for the civil defence department to be equipped with ultra-modern equipment and for it to undergo an overall modernisation.” He added that he had asked the Red Cross to work in tandem with the Civil Defence Department. Making way for emergency vehicles

December 15, 2013, Making way for emergency vehicles Traffic junctions to have GPS-based technology to turn signal lights green Do not be surprised if the next time the Seshadripuram signal or the M S Ramaiah College junction signal suddenly turn red or green. This is because these signals will be making way for fire and emergency vehicles passing by. Tired of ambulances and firefighting vehicles trying to make way at the City’s busy traffic junctions and roads, the Fire and Emergency Services and the Health Department are finally beginning to test a system that will change lights to green to make way for these vehicles at all junctions. Fire engines and fire tenders have been fitted with Opticom, an Emergency Vehicle Traffic Preemption System Technology. They have been fitted after the success seen in three ‘108’ ambulances. According to Om Prakash, DG and DGP, Fire and Emergency Department, the traffic police installed this technology a month ago on a pilot basis. It has been successful and a report is being prepared, which will be submitted to the government for implementation. The ACP, Planning (Traffic), Kanakakumar, said that lack of special lanes and free access for emergency vehicles led to Opticom's introduction. “The pilot project was introduced a month ago in three ‘108’ ambulances and has proved to be successful. Now, reports from the Fire and Emergency department are awaited. We will submit a report to the home minister, following which tenders will be called for and the system installed in all emergency vehicles,” he said. However, traffic police are yet to work out a way on how Opticom will work when signals are not working. They are yet to find a way to link them to the traffic management centre. Opticom is a GPS-based technology. Vigilante Technologies India Private Limited, a Bangalore-based firm which is promoting it on behalf of Global Traffic Technology, USA, has installed it. G L Ganesh, Vigilante director, said: “It is being introduced very late in Bangalore or India for that matter. This technology is already available in 208 cities and across 11 lakh traffic signals.” Explaining the system, he said the vehicle will send signals to traffic signal when it is in a radius of one kilometre by pressing a button. The red signal will immediately turn green, giving free way to the vehicle. Presently, it is only working in two junctions. GVK- EMRI State head Jagadish Patil said Opticom was fitted for only 12 days and Vigilante took them back after successful trial runs. “We accept the project because ambulances do get stuck in traffic snarls. Udhampur, December 15, 2013 Civil Defence functionaries to work with missionary zeal: DIG

A meeting of the newly constituted Civil Defence (CD) was held at Katra under the chairmanship of Jammu civil defence, home guards and SDRF deputy inspector general of police (DIG) AK Atri. While speaking on the occasion, DIG Atri congratulated the people of the area, particularly the

office bearers of the Civil Defence for having the new setup. He detailed the role of the CD in the event of any disaster and stressed upon its functionaries to work with missionary zeal during the disasters as well as peace as its sole aim was "nish kaam seva". The DIG further said that measures were being taken to complete the setup at the earliest. He assured the Reasi civil defence unit (CDU) that the demands put forth by the office bearers would be projected before the authorities concerned for their early fulfilment. He further said that special attention would be paid towards Reasi district owing to its religious and historical importance. Earlier, Udhampur-Reasi CD deputy controller Bodh Raj said, "Keeping in view the importance of holy town Katra, civil defence awareness is necessary among the people of all sections of the society so that in case of any natural or man-made calamity, service could be provided to the affected people. Civil defence volunteers honoured

magistrate Raj Shekhar while
honouring wardens and volunteers
affiliated with the organization at a

Road on Friday.
The DM said that Civil Defence has
presented an example of selfless
service during pressing times like
natural calamites and riots. He said
home guards are playing a vital
role in maintaining law and order
in the city.
During the programme, the DM
gave certificates to many wardens
and volunteers of Civil Defence
Core. The best male warden award
was conferred on Mahendra Saxena
while the award for best female
warden was won by Rajni Singh.
Both the winners were given a
shawl, certificate and trophy for
their exceptional performance.

Nov 28, 2013 New Delhi 32,429 officials cast votes through postal ballot

New Delhi, Nov 28 (IANS) A total of 32,429 government officials, who will be on election duty Dec 4, have cast their votes through postal ballots till Thursday evening, an election commission official said. Of the government officials, more than 25,220 civil defence personnel and 6,070 policemen had cast their votes since Nov 24 when the postal ballot process began. "This year, we have a record voting by government officials through postal ballot in comparison to 1,600 people in the 2008 assembly elections. The postal ballot process will continue till Dec 1," said Ankur Garg, chief nodal officer at the Delhi election office. "We have maintained a database of those who are on election duty and they were provided Form 12 to express their interest in voting for the elections," he added. The entire process has been videographed and all political parties have been kept in the loop, said the officer. DGCD's commendation certificate to Aguiar, Patekar

PANAJI: The director general of civil defence, ministry of home affairs, government of India, New Delhi has sanctioned DGCD's commendation certificate and disc to John Aguiar, honorary company commander of Panaji division and Suresh Patekar, honorary platoon commander of Panaji division in recognition of their outstanding work, on the occasion of Home Guards and Civil Defence Raising day 2013 recently. Aguiar and Patekar are in the organisation for several years and are recipients of President's home guard medal for meritorous services. They have also attended training courses. Entries are also made in the service record of the awardees. Aguiar is public relations officer of Goa police department. He is assistant information office (publicity) in the department of information & publicity, government of Goa and is on deputation to the police department. Besides raising and training of home guards and civil defence volunteers from time to time, he gives lectures on emergency methods of rescue and disaster preparedness to the NCC cadets and schools students. Aguiar has also attended a course at National Civil Defence College , Nagpur in Disaster Management in December 2012. He is the recipient of chief minister's home guard gold medal for meritorious services in 2007. For Napier woman Lois Watson a quarter of a century of service with the city's Civil Defence unit started with a simple observation from one of the city councillors at the time. "I had just pulled out of many years with Cubs and Scouts and Kerry Single, who was a councillor back then, approached me and said 'You can tie knots - you should join Civil Defence'." At that time the unit had an emergency rescue unit (since eclipsed by the establishment of specialist search and rescue teams) and being able to tie sound and solid knots was a crucial part of the rope work which took place. "So I joined the rescue team." Her 25 years of service was recognised last Monday night with the presentation of a long service award medal from the director of Civil Defence John Hamilton and Napier Mayor Bill Dalton. Also recognised were Burnie Cave, for 10 years of service, and Stephen McLean and Kerry Rusbridge who have both put in five years. Volunteering for community work has always been part of Mrs Watson's life. "I was on seven committees when the kids were little," she said. Like her Civil Defence colleagues, it was all about the community - ensuring it was in the best possible shape to react when an emergency situation unfolded. With the demise of the rescue unit she went into communications work and is now radio communications manager. She has been called upon during several incidents through the years, including the Chaucer Rd South seige when gunman Jan Molenaar brought a large part of the city to a standstill, and a major slip on Bluff Hill which endangered several houses and their occupants. Mrs Watson enjoys the challenge of ensuring a fast and reliable communications system was always in place - given that should a major disaster knock out satellite communications and power, "normal" radio communications needed to be maintained. "We train once a month and every Wednesday night I call up our 33 radio centres across the city to ensure they are all operating." Like her three award companions, she said she was proud to be part of what was nationally recognised as one of the best Civil Defence units in the country. The last year had been a year of change and reformation for the Napier unit with new community resilience manager, Marcus Hayes-Jones taking on the role in January. BHUBANESWAR: The state government has decided to enroll community volunteers in several disaster-prone districts into civil defence, a voluntary service wing under the state home department. The volunteers will be trained to protect people during natural and manmade disasters. The key responsibilities of the civil defence volunteers include dissemination of warning, evacuation of people, management of shelters, rescue and restoration operations during calamities. The civil defence setup, which had been lying in a moribund state, got a fresh lease of life after the state government recently integrated the wing under the fire services. Though the wing was earlier functioning in Bhubaneswar, Talcher, Rourkela, Koraput and Paradip, its planning, training and implementation fell by the wayside owing to shortage of manpower. At present, a couple of hundred volunteers are working with civil defence against the target of 21,540. "Initially, we will train at least 255 youths in Balasore, Bhadrak, Kendrapada, Dhenkanal and Jagatsinghpur," director of fire services M Nageswar Rao said on the sidelines of the raising day of civil defence here on Friday. "Assistant fire officers in those five towns have been designated as ex-officio deputy controller of civil defence. Enrolment camps will be held in different places and training sessions conducted for the volunteers," Rao said. Sources said the ministry of home affairs had given Rs 70 lakh to the state government to construct buildings for civil defence offices in the five towns. Besides, the Centre has provided Rs 11 lakh to each town to buy vehicles and equipment for the civil defence, sources said. IG (civil defence) Pranabindu Acharya said training programmes would be organised at regular intervals for the civil defence volunteers. Besides, the volunteers would be acquainted with their jobs during emergency and the general public would be sensitized about the cause of the organization. Civil defence training would also be imparted to the members of NCC, scouts and guides, Red Cross, NSS, school and college students, who are treated as auxiliary manpower for the civil defence. ALL INDIA CIVIL DEFENCE ANNUAL DAY OBSERVED AT TALCHER TALCHER: Civil Defence, a voluntary organization intended to protect the civil population against the danger and to support them recover from immediate effect of hospitality of natural disasters and also to provide conditions necessary for survival . The main objectives of this organization are to save life, minimize damage to property,maintain continuity of production and boost the morale of people during hostilities. It is organized as an integral part of the defence of our country. A limited nos of Civil Defence units are in Odisha, situated at Rourkela, Talcher , Paradip, and Koraput. At Talcher,, Civil Defence Organisation started its function from the year 1983 with a minimum nos of volunteers, but now, the nos are go upto 1513. On this day, 6th December, Civil Defence Annual Day has been celebrating by its volunteers with the help of Sub- Divisional administration each year to show their efforts in parade, disaster management and rescue operation. Today, District Magistrate and Collector, Angul, Ranjit Kumar Mohanty joined as Chief Guest in this function, after unfurling of National Flag, he visited and accepted the salutation of the parade by the volunteers and N.C.C. cadets from Talcher College, Yubaraj High School, Talcher Mahila Mahavidyalaya and D.A. V. Ananta Vihar . By addressing the volunteers, he said, each volunteer should keep his eye and mind towards service to persons at the time of their need and people, those are helpless and want to get some benefit from administration, in this case the civil Defence volunteers come forward to help without any hesitation by which, all the blessings of unseen forces got on and it will distribute power and energy to do more good work for needy people of the society. Civil Defence Day and conclusion of training for 195{+t}{+h}batch of civil defence basic training was held on Friday. Deputy Civil Defence Controller S. Satyanarayana, who presided over the valedictory meeting, wanted the volunteers to be ready to help rescue citizens when calamities occur and provide them first aid. Training was being imparted by organisations in Hyderabad and Bangalore. In the city, Jana Sikshana Samsthan was providing the training, Mr. Satyanarayana said adding those who got the training should be ready to take up work as volunteers when required. Volunteers who received training in the 195{+t}{+h}batch in warden service, first aid, rescue, fire-fighting demonstrated their skills by rescue operation, evacuation from high-rise buildings, rescuing people from under debris, rendering first aid and using police wireless communication sets. Sixty-three volunteers received training in the batch. Retired DM&HO P. Rama Rao and retired Fire Officer Demullu participated. Karnataka State Pollution Control Board to keep a tab on chemical units

Bangalore: The Karnataka State Pollution Control Board (KSPCB) had ordered all the District Co­mmissioners to survey the industries in their respective districts and examine what chemicals they are using and send a report to the Board, said Dr. Vaman Acharya, KSPCB Chairman. He was speaking at an event organised by KSPCB on the occasion of Chemical Disaster Prevention Day here on Wednesday. Dr Acharya said, “We are not granting any permit for hazardous industries in densely populated areas. Though there aren’t any chemical industries aro­und Bangalore city, however there was one in Yelahanka and we have already sent them a notice. We are not granting any permission to such industries (specifically pharma and chemical industries) in city or even outside the city.” The Board has formed State level Committee to generate awareness on the effect, preparedness and prevention regarding chemical related disasters. Referring to 1984 Bhopal tragedy, the country’s worst industrial disaster, he said “It is seen that the National Environment Relief Fund meant for the Bhopal Gas tragedy victims have not yet reached the affected people. In order to tackle such incidents, the State needs to have a public liability office. We at the KSPCB are trying to do safety audits in factories.” Meanwhile, the State Fire and Emergency Service on their part is doing their bit to raise awareness by organising mock fire drills, but the general public needs to be made aware of such disaster prevention measures. KL Sudhir, IGP and ADG (Fire and Emergency Services), Karnataka State Fire and Emergency Services said, “The city’s population is growing everyday. In order to meet any such disasters, like the Bhopal tragedy we need to have a robust networking of all departments (the police, fire, medical, engineers) and also the general public. The Universities and their Chemistry Department should be involved in such matters.” The State should also have an emergency telephone directory with all the essential contact numbers that can be used in case of any disaster, he further added. The Bhopal gas tragedy has been an example right in front of us. The tragedy had left over 20,000 people dead and several homeless. Jammu, December 06, (Scoop News)-Additional Director General of Police (Coordination), P. L. Gupta while highlighting the role of Home Guard and Civil Defence volunteers in all situations has emphasised the need for adequate preparedness to deal with various disasters and other exigencies in the State. Gupta was speaking at a function organised by Home Guards and Civil Defence Organization on 51st Raising Day here today. He recalled certain natural disasters of recent past and explained how preparation could make a huge difference in terms of casualties of precious human lives. Stating that J&K state falls in seismic zone 4&5, and having its 13 district Headquarters declared as multi hazardous by Government of India, therefore the need of harmonising between capacity building and frequency of disasters was immensely desired. Gupta, commended the Home Guard/Civil Defence volunteers for their outstanding work during earthquakes in Valley and Doda region. He also referred to recognition of their contribution on the occasions like Shri Amar NathJi Yatra, Hajj pilgrimage, fairs, festivals and emergencies like flash floods and accidents. ADGP also recalled the significance of role of Home Guard volunteers raised after Chinese aggression of 1962 in hot war situations and their contribution in creating awareness amongst people about responses to serious situations. Further, he referred to emerging trends of climatic change, melting of glaciers, flash floods etc. which posed serious challenges before society. On this occasion, an impressive parade was held by the contingents of SDRF, Home guards and Civil Defence volunteers, followed by mock drill. The function was witnessed by a large number of people from all walks of life. Earlier, in his welcome address, the Inspector General of Police, (Armed/IRP) Jammu, P. R. Manhas, read out the Raising Day Messages of President of India, Union Home Minister, Governor, Chief Minister, Home Secretary and the DGP on the occasion. He gave a detailed resume of the activities of the Organisation conducted at district headquarters, towns, tehsils and block level during the year. He said that a large number of people participated in these programmes, training camps and were made aware about the precautionary measures to be taken during disasters. Manhas also disclosed that presently more than 7,000 CD volunteers are active in the field across the State. In the times of peace the volunteers have been helping the civil administration in enforcing their developmental and other programmes. He said during the year 2013, the Organization conduced 189 awareness camps in various parts of the State and demonstration programmes on disaster preparedness. Besides, the Organization organised special training camps for CD workers and trained 6965 volunteers. 425 personnel from State Disaster Response Force (SDRF) were also underwent various rescue and disaster management training. Among others, the function was attended by MLC, Jehangir Mir, DG.
